Kaijamahe Walter Hillary is a Ugandan tax policy researcher, economist, and legal scholar. He holds a Bachelor of Laws from Makerere University, a Postgraduate Diploma in Taxation and Revenue Administration from the East African School of Taxation, and a Bachelor of Arts in Economics from Kyambogo University. His work focuses on tax policy, digital public infrastructure, domestic revenue mobilisation, international tax cooperation, and technology-driven approaches to strengthening tax administration and economic development across Africa.
